These reports replaced the previous “periodical electrical report” but they are essentially the same thing. The law states that a landlord or Householder must get one of these completed before a new tenant moves in. Homeowners purchasing a new home should ideally have one completed too, especially if the property is old and the wiring hasn’t been updated. You won’t get a certificate as such but you will receive a condition report.

Electrical Safety Regulations 18th Edition BS7671 to come into force for landlords

Subject to approval by both Houses of Parliament landlords and agents. The Landlords and real state agencies will ensure electrical installation inspections and testing are carried out for all new tenancies in England from 1 July 2020.

The Government has laid The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 meaning landlords must ensure every fixed electrical installation is inspected and tested at least every five years by a qualified person. The Regulations also state that a landlord is required to obtain a report of the results of the inspection and test, supply it to each tenant within 28 days and retain a copy until the next inspection is due.
Upon request, the report must be provided to the local housing authority within 7 days and remedial work within the 28 days.
The Regulations require local housing authorities to enforce the rules and they have the power to arrange remedial action.
Proven breaches of the Regulations can result in the local housing authority imposing a financial penalty of up to £30,000.

What is an average cost of an Electrical Installation Condition Report to comply with the regulation of British Standard BS-7671  (EICR)?

For landlords and anyone, who is looking for a condition report for the entire property, you’ll need an “Electrical Installation Condition Report”,  this often is referred as a certificate, but technically it’s a report. How Long Does the Work Take?

Assuming the wiring is fairly recent, i.e within the last 30 years, the work normally takes 2-4 hours. For older homes with dated wiring, lots of faults may be detected and this may slow down the process. Also, larger homes will take longer. A modern 1- bedroom flat/house/studio will take less time to check when compared to a 50-years old or  5- bedroom house.

What’s Included in an Electrical Installation Condition Report Britis Standard BS-7671?

The formal report is usually delivered on at least seven pages and includes results from:

  • Check the Consumer Unit which need to comply with the new regulations 18th edition BS7671
  • Check External Loop Impedance Ze or Prospective Current Fault comply with reg. BS-7671
  • Check Internal Loop Impedance Zs (Throughout the wiring system)
  • Check and test the earth bonding to comply with the latter regulations
  • Bathroom Light rated enclosure IP44 or IP65
  • Suitability of the consumer unit.
  • Insulation Measures.
  • Loop Impedance in the wiring to check all the continuity is between the values comply with reg. BS-7671
  • Load testing of each circuit.
  • Type, age and condition of the wiring throughout the property.
  • Note any general wear and tear.
  • Visually check all the fittings and their locations, noting any issues such as sockets too close to the floor.
  • Changes in use of the premises (ie from commercial to domestic or vice versa) which have led to, or might lead to, deficiencies in the electrical installation.
How Often Should a Home be Tested?

There’s new law on  1 June 2020 that requires a homeowner to have EICR the electrical installation condition report tested although you’ll leave yourself exposed to legal implications if there’s a serious incident that could have been avoided by having the wiring tested and repaired. Landlords should have the installation tested before any new tenant moves in, if the property has new Tennant or occupants, so Landlord have to be sure with this report the electrical system is safety in the property, otherwise have to carry out repairing in the property according the latter regulations Bristis Standar BS7671. For homes with swimming pools, it’s generally advisable to have the electrics tested at least every year.

How Much Does a “Part P” Certificate  or Building Control Cost?

If you chose an electrician that is a member of a competent person scheme as we are, he or she can self-certify the work and issue you with a certificate. This is usually included in the price they quote you. If your chosen electrician isn’t a member they won’t be able to self-certify and you’ll need to notify building control and pay a fee. This fee varies from council to council and depends on the complexity of the work. As an example, in 2019 Haringey Council charge £300 for Building Control notification for house rewires and £250 for other notifiable works.
